Buying off-plan in Val-de-Marne: what to check
- Check the GFA (completion guarantee). Without it, don't sign. It's what protects you if the developer goes under.
- Read the reservation contract end to end, late-delivery penalties included. Many developers bake in 30 days of tolerance with zero compensation for you.
- Get a fixed quote for options and modifications before signing. Mid-build, they explode.
- Demand the descriptive notice and the dimensioned plans. In a dispute over finishes, that's the only legal reference.
- Compare the price per sqm with a refurbished older flat in the same area. New-build often costs 15 to 25 % more.

What's VEFA?
Off-plan sale: you buy on plans, pay in instalments as the build progresses, and become owner on handover.
What are the notary fees on new-build?
Reduced, around 2 to 3 % of the price instead of 7 to 8 % on older property. That's one of the real upsides of off-plan.
What if delivery is late?
The contract sets penalties past a tolerance window. Send a formal notice by registered letter as soon as the first month of unjustified delay passes.
Can you flip a new-build quickly?
Yes but with a haircut. A new flat resold within 2 years usually loses 10 to 15 % against the buy price (VAT, marketing, fees).
